GOPPPL held its first draft in 1963. At that time he was part owner of the Oakland Raiders football team.

Team owners would draft their players before the start of the NFL season and accumulate points based on their players’ statistics throughout the year. Winkenbach served as the commissioner of the league, diligently calculating scores manually and disseminating weekly updates to participants via traditional postal service.
