Goa: Government to tweak draft Public Gambling Rules 2022 in under two months to regulate operations

Goa state government might make some changes to the draft Goa Public Gambling Rules, 2022, in order to further regulate casino operations in the state. According to a senior government official, the home department would review the draft regulations and make any necessary adjustments.

The rules are planned to be notified in the next two months. “We will complete the exercise within two months, and rules will be notified,” the official said while talking to Times Of India.

As of now, there is no way for to people gamble in casinos or their source of money to spend legally or illegally. Furthermore, there is also no way to know about the money spent by the client in both offshore and onshore casinos.

The new gambling rules will give the gaming commissioner the to issue entry tickets to the casinos, an action which only operators can do as per the official. “The gaming commissioner will be able to check the inventory to find how many people entered a casino,” the officer added.

The state government designated the commissioner of commercial taxes as the gaming commissioner in March 2019, although his responsibilities were not outlined at the time because the rules had not been set.

This will be the first time any rules to regulate casino operators will come into force. According to the proposed regulations, the gaming commissioner would have overall control over the games conducted. The gaming commissioner will also be able to maintain the records and documents.

Instead of the home department, the casino licensing and collection of annual recurring fees, along with any complaint, will be handled by the gaming commissioner once the rules come into effect.

The gaming commissioner will also have the authority to order closure of a five-star casino or hotel in case of any violation.
